How to install SS IPTV on Toshiba Smart TV 32W3453DB

Good evening , please advise me and guide me how to install SS IPTV on a Toshiba Smart TV 32W3453DB with Opera Browser. I have tried many times to install IPTV but I cannot access it and the browser is blocking the app installation. I urgently ask for answers.
