I'm from mexico and I have this problem.
i try to upload a playlist and I delete my playlist tabs and tab videos.
I think with some photos on you can see what my problem .

I see, that you have no "My Playlist" and "My Videos" tabs
But it isn't problem, I still don't understand why you cannot upload new playlists to make these tabs visible
