Hello,
in the playlist webpage of SS IPTV (where all playilists can be added) and especially in the Favorites tab, there is the possibility to download the favorites playlist.
Is is possible to also upload a m3u playlist in the factorites section (similar to the tab "My Playlist)"?

No, Favorit section has different logic, so you cannot upload playlist there.
